   Richard R. Mackey Biography

Richard R. Mackey founded CapITal Reps in 1996, which specializes in establishing the contract foundation (General Services Administration schedules) for clients looking to enter the federal arena by preparing, negotiating and maintaining GSA schedules.

CapITal Reps has negotiated nearly 375 GSA schedules for products and services that include but are not limited to: IT Hardware, Software, IT Services, Leasing, Training, Publications, Advertising & Integrated Marketing Solutions (AIMS), Automotive Leasing, Law Enforcement and Fire Fighting Equipment, Finance & Business Solutions (FABS), Special Purpose Clothing, Temporary Services, Professional Engineering Services (PES) and Management, Organizational and Business Improvement Services (MOBIS).

CapITal Reps clients include Bay Networks, CompUSA, Deloitte Consulting, En Pointe, Gates/Arrow, PkWare, Xerox as well as dozens of small-disadvantaged businesses, resellers, services providers, manufacturers, women-owned businesses and 8(a)’s.

CapITal Reps business initial focus from 1996 to 1999 was as a manufacturer’s representative, in which CapITal Reps acted as a short or long-term sales alternative to establish federal channels, teaming relationships, writing business plans, implementing marketing programs and having clients products/services placed onto Government-Wide Acquisition Contracts and Indefinite-Delivery, Indefinite Quantity (GWAC/IDIQ’s).

Prior to CapITal Reps, Mackey was Director of GSA Programs with Oracle Corporation (Herndon, VA). At Oracle, Mackey was responsible for maintaining and negotiating GSA schedule A (Mainframes, Mini Computers and Workstations, Schedule B/C (PC based hardware, software and peripherals) and Schedule E (Electronic Commerce/EDI), in addition to an outside sales staff of five. Additionally, Mackey directed the Direct Marketing Division (DMD) for Oracle’s Aerospace and Defense industries, with a staff of twelve.


Bob Hesser, CEO / President, Vetrepreneur, LLC

"Understanding What it Takes to be a Federal Government Contractor"

Mr. Hesser has over 40 years in the IT industry beginning when he joined the U. S. Navy in 1963. He received his first introduction to computers in 1964 learning programming and developing automated administrative systems. During his 21 years of service, Bob gained extensive knowledge of the IT industry. He helped establish an “A” School in Pensacola, Florida in 1970 where he taught for three years. He was selected Shore Sailor of the Year for the Naval Training Command and the Associate Degree Completion Program. After tours in Japan and San Diego he received his Computer Information Systems MBA in 1982. On May 1, 1984, he was transferred to the Permanent Disability Retired List as a Master Chief Cryptologic Technician (E-9).

He spent the next six-years with Supervisor of Shipbuilding (SUPSHIP) San Diego, Naval Sea Systems Command (NAVSEASYSCOM) as IT Manager, ADP Security Officer, and ADP Acquisition Authority. While there, his most significant contribution was his efforts and leadership in the nation-wide automation of sixteen SUPSHIP commands through a NAVSEASYSCOM competitive procurement. In 1984, Bob began his active support of individuals with disabilities and assisted them in finding employment within the federal government. In 1991 and 1992 he worked with the Agricultural Marketing Service, where he was responsible for automating 129 nation wide locations by replacing a minicomputer system with the first Frame Relay microcomputer Wide Area Network under FTS2000. Because of his previous work with disabled persons, he was selected to represent USDA on several federal committees for identifying accommodations for the disabled and agency compliance with the American Disability Act (ADA). In 1993, as a GM-14, Bob left the government.

He formed HITS to provide consulting services to business and government with a strong focus on assisting Small Disadvantaged Business. For six-years, Bob managed all federal efforts at Dynamic Decisions, Inc. (DDI); an 8(a). Total sales revenue was $219,500,000. In October 1998, Bob began working exclusively toward building HITS. HI Tech Services Incorporated (HITS) is organized and focused as a comprehensive IT & telecommunications support product and services partner to its Government and Commercial sector clients; providing, unique products and services for specialized court systems, wireless communications, and encryption technology using unique solutions. In April 2008, Bob sold his interest in HITS and began centering his interest in Vetrepreneur, LLC. Vetrepreneur provides IT & Telecommunications support because a close business relationship exists with HITS. However, Vetrepreneur’s marketing strategy is centered on providing telecommunications infrastructure capability to rural areas in the United States and throughout countries in great need of becoming part of the international digital world.

Vetrepreneur, LLC has earned several awards as a top Service-Disabled Veteran-Owned Small Business (SDVOSB) at the state and national level. Bob Hesser is the 1st Vice Chairman of the national Veteran’s Entrepreneurship Task Force (VET-Force). On May 5, 2004, he was awarded the 2004 SBA Veteran Small Business Advocate for the Washington DC District. He has testified at the U. S. House of Representatives and U. S. Senate concerning Veteran issues. Fifty plus service-disabled veteran-owned small businesses have successfully began and/or increased Government business through assistance from Bob Hesser. Bob Hesser is frequently requested to speak to groups within federal agencies, private organizations, and at small business conferences.
